Is Chart of accounts in Moqui is out-of-date?

Hello everyone, 

I live in Vietnam, I understand about accounting principles (Local and International standards) and Vietnam Accounting Standard so much.

I also tried to understand U.S. accounting. I want ask you about Chart of Accounts in Moqui follows U.S. accounting laws and rules. This information help me customize accounting functions in Moqui correctly for Vietnam accounting standards.

But when I comparing with Chart of accounts in SAP, QuickBooks, I seen different points. For example In QuickBooks [1] 

7000 – 7999 Other Income
8000 – 8999 Other Expense

But in Moqui:
700000 OTHER EXPENSE [2]
800000 OTHER INCOME [3]

Please give me the correct answer, or give me information, Is Chart of accounts in Moqui is out-of-date? If you have more around information about U.S. accounting rules in U.S. please let's me know.

I could be wrong, but I believe the numbering does not matter as much as the structure. The first three digits have a meaning, and every digit after that has a meaning, and this is sort-of the big structure and how it should be layed out. Not that you necessarily need that "exact" digit (8, 7, whatever) for this or that account type.
