Copy and paste creates extra paragraph tags

Using Chrome (haven't tested the others), whenever I paste from
anywhere, including notepad, the editor adds extra <p></p> between
each paragraph. I've tried to scrub this out using my code and found
a special character between the tags but I can't scrub it out.
What's causing this and how do I stop it?
