IMS BLTI Links in Moodle

I've created an IMSCC 1.2 package that contains a set of BLTI link
(xml) files. When I load the package into Moodle 2.2, navigating the
course structure simply loads the text of the blti.xml files (from the
package) into the content window, rather than reading the information
from the blti.xml file and launching the course from the external LMS
provider.
Do I need a special plugin or something to get this work?
