Since1994, the City of Seattle has offered unmarried couples in long-term committed relationships an opportunity to document those relationships by registering a domestic partnership with the Seattle City Clerk's Office.

If you apply by mail: The Certificate of Registration is typically sent to the applicants within three business days of our receiving the application. Certificates are sent by U.S. Postal Service first-class mail. We also email you a PDF copy of your certificate the day we mail out the original.


If you apply in person: Certificates can be issued in person when our Information Service Desk is open. Please be sure your application is complete, signed, and notarized, and be aware that we do not accept credit or debit cards in person. Once you are here, it typically takes about 15 minutes to process the application and issue the certificate.


If you apply by email: When you email us an electronically signed, electronically notarized application (see How to Register for details), we issue the certificate no later than the day after we receive your online payment.


Program records, including personal information provided on a domestic partnership registration application, termination request or copy request is subject to the Washington Public Records Act, Revised Code of Washington (RCW) Chapter 42.56, and may be subject to disclosure to a third-party requestor. It is the policy of the City of Seattle to recognize legal, same-sex marriages as identical to opposite-sex marriages. (See Executive Order 02-04.) A legally binding, same-sex marriage is one registered in a state or country that authorizes same sex marriages.


If you are a City of Seattle employee, you can obtain a City-authorized Domestic Partnership form (see SMC Section 4.30.010) from your Benefits representative in the Seattle Department of Human Resources.


The City of Seattle Program does not create any new or different legal rights or financial obligations. Both partners are required to be at least eighteen (18) years of age.



The Washington State Domestic Partnership Registration program, authorized by RCW 26.60, provides access to certain rights and benefits, such as those associated with hospital visitation, health care decision-making, organ donation decisions, and other issues related to illness, incapacity, death, and in some cases collecting social security and pension benefits. The state program requires at least one partner to be at least 62 years of age. Many couples register partnerships with the City of Seattle to enroll a partner on an employee benefit plan. Businesses MAY choose, but are not required, to include Domestic Partnerships in various benefit plans. It is your responsibility to inquire with your employer for information on its benefit plans, and if they will accept a City of Seattle Domestic Partnership.


The Office of the City Clerk maintains the City's official records, provides support for the City Council, and manages the City's historical records through the Seattle Municipal Archives. The Clerk's Office provides information services to the public and to City staff.


This law guarantees the partners mutual visitation rights in hospitals and nursing homes. If one of the partners works for or was employed by the DC government after 1987, it also enables eligibility for health care insurance coverage, plus the ability to use annual or unpaid leave for funerals, births/adoptions, and caring for partners and dependents as family members.


You can order copies if you are legally entitled and have the required personal documentation (see below) and $18 per copy (a fee which can be paid by cash, personal or business check or major credit card.). If the name on your identification does NOT match the name on the certificate, you must prove evidence of a legal name change, like an original sealed legal name change order. See below:

If the kiosk is able to authenticate your identity but you do not have a primary photo ID, you will be required to present TWO FORMS of alternate identification from the list below (which must show your full name, current address and/or signature where appropriate):

There is a six-month waiting period to terminate a domestic partnership. During this time, all benefits continue to both partners, and the partner(s) who filed can submit a request to withdraw the termination at any time, if the partnership still meets the requirements for a domestic partnership. After the six-month waiting period, partners would need to establish a new partnership through the application process.


Filing a declaration of domestic partnership allows for visitation rights at health care, correctional and juvenile facilities among registered couples. The declaration must be signed in front of a notary public and the document notarized. It can be submitted online, by mail or in person.


The cost is $76, with each additional certificate costing $11. Checks or money orders should be made payable to Miami-Dade County / CP. Visa, Mastercard and American Express are accepted when applying online, by mail and in person.

Either partner of a registered domestic partnership may terminate such relationship by filing a notarized Declaration of Termination of Domestic Partnership Relationship. Upon receipt of a completed application, you will receive a letter certifying the termination. The termination will become effective 30 days from the date the certificate of termination is issued.

Domestic partnerships were created some 40 years ago and mainly utilized by same-sex couples to gain certain employment and estate-planning benefits that were otherwise available only to married couples. Their popularity has waned since the landmark Supreme Court Obergefell v. Hodges decision in 2015 determined that same-sex couples have a fundamental right to marry.


California law had restricted domestic partnerships to same-sex partners or for couples older than age 62. On Jan. 1, 2020, the rules changed, allowing different-sex couples of any age over 18 to form domestic partnerships.


Washington state allows domestic partnership arrangements among same-sex or different-sex partners, as well as among couples with at least one partner who is 62 years or older, who could lose part of their Social Security or pension benefits if they were to tie the nuptial knot.
