GPC license and packaging for Fedora

Looking at the upstream license page (http://www.getpaint.net/
license.html), exception 3 states that Paint.NET includes GPC which is
released under a non Free license. However looking at the mono-paint-
port tree I cannot find those files in the source nor GPC mentioned
anywhere. Could you please let me know if GPC is part of mono-paint-
port or if it is safe to freely distribute the software (assuming the
artwork and resources are replaced).

GPC is not a part of mono-paint, that is probably a very recent
addition to pdn. Barring artwork and resources, everything else is
MIT'd and fine.
