Hey team, 

So I sent out an email a few weeks ago looking for a more up-to-date rating of the level of sub-national reporting in each country. To this point, Kazakhstan, Mongolia, Guatemala, ROC, Philippines, Kyrgyzstan, Yemen and the DRC are still missing their data. Once again, if everyone could take the time to go through the following 5 questions, answer yes/no (give detail in brackets if you feel it is necessary), then the publication team can put together some good tables/graphs. 

1. Does the country have a stated plan for SNR (Yes/No) - this would look like the document I posted from Mauritania's central committee in the google drive called "*PROGRAMME DE TRAVAIL CNITIE 2014 2015 VERSION 31 DEC2013.pdf".
2. Has there been any action taken towards SNR training or information workshops (Yes/No) - here, please indicate any specifics that are known. 
3. Is there any financial autonomy of Provincial/Subnational Governments? (Yes/No) - I am just looking to see if there is both a federal budget & provincial/regional budget, federal jurisdictions and provincial/regional jurisdictions, etc. Not too much detail, it should be a quick yes/no observation.
4. Has there been any legislation implemented with regards to EITI SNR? (Yes/No) - again, look through EITI documents (which you surely have already done) and note if they have passed any legal framework for SNR. If not, but "No". If yes, please just make a note of the law's name and year/month of passing if they are noted.
5. Has there been a document issued by your country with SNR data? (Yes/No) - this is just whether or not there is an official EITI document OR an unofficial SNR document published by an NGO or some other organization.

Thanks so much for your understanding and cooperation. I want to get this done ASAP so let's just quickly answer those five questions if you haven't already and either post them in the last column of the table called "DATA ANALYSIS-final.xlsx" owned by Justin Kwan, Last modified on April 3 by Christina Toepell. Otherwise, you can just send me an email with your answers.

below the answer to your inquiries....

YES. i posted the report on SNR on the google docs folder.  this program has already been implemented

YES.
Taxes are given directly to the federal government, then the federal government transfers a percentage of tha tax money to the sub/national level
sub-national projects money is managed directly by the municipalities and the company.

NO
it is still a voluntary initiative.  However the government is pushing companies and regulatory agencies to apply the principles of EITI it is not yet legislated.

Hi Jon

I just took a quick look at the spreadsheet and didn't see a spot to input the info so I hope you don't mind if I reply to you.

Info is for the DRC.

1.  Yes the DRC has a stated plan for SNR: EITI  work plan 2011-2013
2. Yes, training on topics related to SNR appear to have been organized by civil society groups and regional EITI offices may also be undertaking this work
3. There is a budget process at both the federal and provincial level with jurisdictions set.
4. Yes DRC has EITI SNR enabling legislation.  The challenge is that transfers are not happening and there is contradictory legislation in the constitution and mining code (currently under revision)
5. The DRC's 2012 EITI report includes information on revenue from extractive companies by region and by entity

The 2012 report is now available in English so if there are any questions of clarification, or you need more info,  let me know and I will check the English version -- which will be much more accessible to me than the original in French.

The Yemeni Transparency Coalition for Extractive Industries Watch (TCEIW) is supported by the World Bank Extractive Industries Transparency Initiative Multi-Donor Trust Fund to organize training programs to improve civil society's engagement in EITI standard implementation at the local level. TCEIW is a non-profit coalition which supports good governance in the petroleum sector in Yemen. TCEIW promotes transparency in the extractive sector. TCEIW is an independent coalision which represents the joint efforts of activists, NGOs, human rights groups, experts, scholars, and other groups. These groups are becoming more prominent in post-unified Yemen.

The central government transfers a portion of petroleum receipts to local authorities, but only after merging resource revenues with other fiscal income. Very little information is available on these payments, which do not appear to be linked to regional petroleum production.

There is no formalized relationship between the legislature and the EITI MSG, apart from parliamentarians taking on the role of MSG representatives.
