Dear Mongolia Project Team,

Hope everybody is doing well with final papers and projects. 

The academic publication team requires just a little bit more information. We appreciate your prompt responses (before tomorrow, Sunday, April 19 at 8:00pm, or I WILL HAVE TO CALL YOU!!!)

We would like to apply a Likert Scale to each of our questions and add some clarity for those questions which were unclear before. Please rank your country on a scale from 0, 0.5, or 1.0 (with 0 indicating no implementation and 1 meaning full implementation - see explanations below). 

1. Does the country have a stated plan for SNR? 
  • This would look like the document I posted from Mauritania's central committee in the google drive called "*PROGRAMME DE TRAVAIL CNITIE 2014 2015 VERSION 31 DEC2013.pdf". 
  • Score of 1.0 = We ask that you give your country score of 1.0 if there is an explicit statement that Sub-national reporting will be implemented within their plan. 
  • Score of 0.5 = If your country states that there will be local level reporting or training workshops for civil society (anything local, but not explicitly SNR), give a score of 0.5. 
  • Score of 0.0 =If there is nothing, please give a score of 0.0. 
  • i.e. Mauritania will receive a 0.5 rating because it states that local official education programs and workshops for civil society will be held, but nothing about explicit SNR).
2. Has there been any action taken towards SNR training or information workshops?

3. Is there any Evidence of Sub-national Revenue Transfer? 
  • This is a new question, and essentially, we are asking if there exists any evidence of central government allotting tax revenue funds to regional/sub-national governments or vice versa. For this criteria, please rate your country:
  • Score of 1.0 = if is there is explicit evidence of such central-subnational interactions/exchanges of tax revenues,
  • Score of 0.5 =  0.5 is it is unclear but maybe some framework exists, and 
  • Score of 0.0 = there is definitely no such interaction/exchange. 
  • (i.e. Mauritania will get a 1.0 because there is a clearly defined autonomy of commune-level governments in terms of tax collection and spending jurisdictions: http://www.imf.org/external/pubs/ft/scr/2002/cr02268.pdf)

4. Is there any evidence of legislation pertaining to mandatory sub-national reporting? 
  • Score of 1.0 = For this question, we ask that 1.0 be given as a rating for countries with explicit and enforced legislation, 
  • Score of 0.5 = countries where legislation is enabled but enforcement is unclear, and 
  • Score of 0.0 = countries where there is no such legislation. 
  • i.e. Mauritania will receive a ranking of 0.5 because there is legislation which mandates EITI sub-national reporting and National reporting, but there is no indication of its enforcement.

5. Has your country issued any documents which included information about subnational reporting? 
  • Score of 1.0 = Here, give your country a ranking of 1.0 if it has issued a specific sub-national reporting document to the EITI, 
  • Score of 0.5 = A rank of 0.5 means they have included data of sub-national reporting in the national EITI report, 
  • Score of 0.0 = No such reporting has been issued. 
  • i.e. Mauritania will receive a 0.0 because there is no such reporting to this date

I'm second guessing myself on question 4. In the DRC there is legislation mandating sub-national revenue transfer payments and outlining a formula for the transfers -- which are not happening - -  but I do not know if that legislation stipulates the reporting of sub-national revenue transfers. I will do some additional research to see if I can make that distinction and will endeavour to get back to you by the deadline tonight f the score changes.

Indonesia is an interesting country because it has mentioned in several of its EITI meetings the importance of implementing subnational reporting but it does not necessarily have the resources to implement this into its EITI reports. For question 4, I am really unable to evaluate how much the Presidential Regulation 2010/26 (which is the legal framework for subnational reporting) is being enforced, but given the difficulties of decentralization and the reporting mechanisms, I'm only going to give it a 0.5

Also, Indonesia has in its EITI reports breakdown of some companies by their regional operations by province, but the numbers are only separated by federal/provincial but there is no reconciliation for regional governments. I've given it a 0.5 but I could also be convinced to change this to a 0.

I am struggling a bit with my answer for question #2. EITI has merely focused on Local Government Unit training. They tour around the country and work closely with the Ministry for Local Governments but they haven’t offered anything to businesses or local/indigenous people. I am wondering if 0.5 is too much? Please feel free to change it to 0. In case you need a short, country-specific write-up analyzing the Philippines, please just let me know.
