error while loading shared libraries: ?: cannot open shared object file: No such file or directory

After installing MongoDB, and trying to run mongod, I get this opaque error message:

$ mongod
C:/cygwin/usr/local/bin/mongod.exe: error while loading shared libraries: ?: cannot open shared object file: No such file or directory

Any ideas how can I debug this issue?

OS is Cygwin over Windows7.

I tested using Windows 7 Professional Service Pack 1 (64-bit), Cygwin and MongoDB 3.2.9 (with SSL) and mongod started correctly:

If you are still having this issue, could you please post:

• Your MongoDB version
• Your Windows 7 Version (home, professional, 32-bit, or 64-bit)
• From where did you obtain the MongoDB binaries
