View & change system settings within mongo client shell

Is it possible to view mongoDB server config settings within the mongo shell? 

I'd like to be able to view settings for locale, datetime format, logging, and change them on a session (or query) basis.

For things that are configurable, yes, you can view them - db.serverStatus() as well as db.serverCmdLineOptions() provide them.   Only some can be changed from the shell.  Some that you mention cannot be changed at all.   Btw, they apply to the server so there is no concept of applying to query or session unless I'm misunderstanding what you mean.
