MongoDB development release 1.3.1 available

MongoDB version 1.3.1 is out and available for download. This is the
2nd release in the 1.3.x development series.
While this goes through the entire regression system - it is not
deemed "production ready".

There are a lot of changes in this release, some notable ones:
- partial matching of array elements $elemMatch
- ability to do fsync + lock for backing up raw files
- --fork fix on os x
- better detection of regular expressions so the index can be used in
more cases
- lots of small bug fixes
