No wonder Howard wanted this kept quiet, far worse than Tampa. Why a giveaway? who decided? Why no accountability? A sovereign wealth fund would have addressed such issues even "if" discretionary negotiations were warranted.? What would 4-6 Billion mean to the Timorese?
