"A multitude of state laws & DOT/DOH practices may need to change to improve safety. Potential changes (1) allowing automated camera enforcement of speed limits & red light running, (2) adopting a Vulnerable Road User law, (3) design state highways that are in a municipality's city limits according to NACTO urban design standards (including 20 mph speed limit)."
