When a phone number is linked to a cancellation line, it is usually recycled more quickly. Depending on the circumstances, the old phone number can be revived in a short duration of 30 days.
Reasons for deactivating phone numbers depend on the service vendor. However, as per a specific company protocol, deactivation of the old phone number will automatically be put into the pool of available numbers after ninety (90) days.
The first thing you have to do is know when the old phone number was deactivated. Then, if the count is more than 90 days, the number has been sent back to the collection of usable numbers for users, and it could be taken by someone else and used as their new number.
So, if you want your inactive phone numbers back, be ready to pay and settle all of these. You may also need to provide the security code of your old device number, sim card, account number, and user name.

As it's been 9 months since the line was ceased, I approached Vodafone to see if they could recover the number for me (as the number should have been returned to the original network when they are ceased).

Short ask... does the forum team have any contacts in the number porting team who could do either scenario. Only other option is to raise a case to have this case managed and I don't really think the ask is worthy of that.
It's my understanding that, when a line is cancelled and disconnected, the number is quarantined for a certain amount of time before then being recycled. You can only reactivate the number back onto your account within the first 30 days of the disconnection (before it goes into quarantine).
It's a complex ask, I just wondered if you had a route into the number porting team, if so I'd share the number via PM for them to do their thing. It's apparently a simple fix once that team (as they specialise) get visibility.
