Flexlm Licensing Error - The license server manager (lmgrd) has not been started yet,

Here are some things to try if you have a flexlm floating license and you see the error reported below 

Licensing Error.
FlexLM:Cannot connect to license server system.
 The license server manager (lmgrd) has not been started yet,
 Licensing Error.
FlexLM:Cannot connect to license server system.
 The license server manager (lmgrd) has not been started yet,
 the wrong port(at) host or license file is being used, or the
 port or hostname in the license file has been changed.

You can try the following

• Login to that machine and restart it.
• lmdown -c /usr/local/flexlm/license.dat #   shutdown in case  some processes are still running
• lmgrd -c /usr/local/flexlm/license.dat   # make sure that it start with no error
• logout from this instance and check if you can run ICM on the client side
