Here are some things to try if you have a flexlm floating license and you see the error reported below
Licensing Error. FlexLM:Cannot connect to license
server system. The license server manager (lmgrd)

You can try the following
Login to that machine and restart it.
lmdown -c /usr/local/flexlm/license.dat # shutdown in case some processes are still running
lmgrd -c /usr/local/flexlm/license.dat # make sure that it start with no error
logout from this instance and check if you can run ICM on the client side
