Not sure what you mean, same time as what?
If you set permissions to a (root or sub) folder, it applies to everything beneath it automatically.

if i apply the rights to a root folder it aplies not to nothing underneath it?
my question is is it possible to set userrights to a rootfolder and everthing in it (subfolder and files)

Like I said, permissions do inherit. You need only to set permissions to root folder.
But of course, if you then set permissions to subfolder or file under the root folder, it will naturally override the root folder permission (you should read the permissions wiki https://github.com/sjarvela/mollify/wiki/Permissions)
