We had this discussion a while back. Look in Christian bookstores or on
the Web for "bible highlighters" -- these are usually colored pencils
that lay down a line that's not so opaque that you can't see through
it. Sometimes they are sort of a wax crayon. Last discussion, I
Google'd "bible highlighter" and came up with a LOT of places that sell
these. Levenger's also used to sell a dry highlighter that came with
what amounted to a lifetime supply of highlighter leads in four colors,
plus soft graphite leads for drawing/sketching, but the kit wasn't
cheap and I don't know whether they still offer it.
That said, I use Noodler's Firefly ink in a Sailor "Profit" pen and
don't have a problem with the ink soaking through Moleskine paper. Note
that I also write with Noodler's Black or Legal Lapis, which minimizes
the smearing of the highlighted writing, especially if I don't
highlight until the Black/LL ink is dry. I doubt this solution would
work if you write with regular fountain pen ink or with a rollerball;
it might work satisfactorily for your needs if you use ballpoint pens
or pencils -- you'd have to try it to find out whether you'd be happy
with it (it does work for me, but there's some smearing and you can't
erase pencil under the Firefly very well).
You can get a cheaper Clutch Pencil from other places - But this one if
you unscrew the cap it has a nice lead sharpner to keep the leads nice
and pointy.
But if you prefer the cheaper clutch pencil here you go

I love using mine with the highlighter leads - and I also use it with
the pencil lead when I do some sketching.

I am still wondering how much of the problem is the Parker Gel ink?
However, l like these pens so much it would be hard to convince me to
try something else.
