Error accessing massive.ucsd.edu in WinSCP

Hello, I would like to know if the server is under maintenance?
I'm trying to log in to massive.ucsd.edu (port 21), but I get the following message:

"No connections could be made because the destination machine actively refused them.
Connection failed."

I have the same problem.

Is there something wrong with the server?

I am having the same issue today from a personal computer. Was able to access normally using WinSCP yesterday using a different computer.
Wondering if it could be a firewall issue? Unless there is maintenance underway...

Not so lucky for me. Deleted and updated twice to different destination folders on C with same error. Hmm.. I bet its a simple answer...
