Releasing extra-enforcer-rules 1.0 now and release JDK11 compatible tomorrow or so

Hello everyone,

Quick a quick notice that I plan to do the following:

1) release extra-enforcer-rules 1.0 today before moving onto the next item (it will be the same as the latest beta-9, but I think we're long overdue on making this plugin out of alpha/beta state, given it's used in "production" in a bunch of projects out there already without known critical issues). The goal is somehow to have a clear pointcut in terms of communication and compatibility before the 2) below.

2) to review a few PRs and see to release extra-enforcer-rules tomorrow or so to make it Java 11 compatible.

I mainly plan to review and include https://github.com/mojohaus/extra-enforcer-rules/pull/63 so this plugin is JDK11 compatible, now Java 11 is GA.

For full disclosure, I'm interested especially by this one because I'm part of the group working on making Jenkins work on Java 11.

If anyone would like to have an additional PR reviewed, or sees an issue with this plan or anything else, just feel free to chime in here.

Interesting, so for the record, I had to switch back to Maven 3.5.0. Using 3.6.0 (with a JDK8_131) was blocking each time on the deploy phase to OSSRH this way

Back to 3.5.0, the deploy phase to staging goes more smoothly.

So. 1.0 is now staged. Going to send the usual vote & announce email and work on the next 1.1.

Hello Baptiste,

I just released something else with Maven 3.6.0 successfully, but in my case as well deployment took some time.

Maybe nexus is under stress currently?
