Release license-maven-plugin

Hey everyone,

I plan to release the license-maven-plugin in the next few days. Twice actually.

Given there are already quite a few unreleased merges since last release in July 2019, I plan to do the following:

1. Release today or tomorrow immediately without merging anything more, so the changes added since July 2019 go out.
2. Then, I'll make a pass on existing PRs and merge where it's reasonably easy to check & test. And then do another release.

I'm planning on releasing twice because I believe it will make it easier to understand potential problems by reducing the change/chunks size each time.

Please tell me if you have any comment/objections on this.
