[VOTE] License Maven Plugin version 1.14

Hi,

I'd like to release version 1.14 of the License Maven Plugin

Important note: 

The aggregate-add-third-party has changed : now it does not fork the project, instead it just compute for each modules licenses BUT without writing anything in each module.

We solved 11 issues:
