I would like to release version 1.18 of license-maven-plugin. There is
35 bugfixes and enhancements:

notices:

1. I was able to rebuild the binary license-maven-plugin-1.18.jar from source using JDK 8, with differences that can be explained: no difference on bytecode, then nothing hidden in the binary :)

2. aggregate-third-party-report IT failed on my computer because the expected message wasa written in french: the IT should probably be hardened to not depend on locale

one question: looking at https://oss.sonatype.org/content/repositories/orgcodehausmojo-1140/org/codehaus/mojo/license-maven-plugin/1.18/, I see that license-maven-plugin-1.18-third-party.properties  and license-maven-plugin-1.18-test-third-party.license.properties are deployed to the repo

they seem to be reports: are they really intended to be deployed to the repository like this?
