OK how about this: every time you upload a new version, also send
a message to "edi...@addons.mozilla.org" (I think) saying that
you have a new version up. Explain what Moji is, how it works, how
to test it. How to install the Kanji dictionary, etc.
If it gets rejected for no or wrong reasons, go to irc://moznet
#addons channel for clarification and to say why you think the
it was rejected for the wrong reasons.

No. New versions of "untrusted" extensions go into the sandbox
by default (now called "experimental"). After a review an editor
can push it to "public". If not approved it just stays in the
sandbox/experimental section.
For user reviews, get several *detailed* reviews that include
how moji was tested what features were tested etc. A million
one line reviews that just say "works great!" will be ignored.

Moji is working. You have to disable the security checks. It is in the
queue for review on addons for weeks now. I cannot tell when it will be
reviewed. It still won't help you with the dictionaries though. I wanted
to test moji on the release candidates. However, although I have
received mails from mozilla when the beta testing started I have never
received anything when the final rc stage started. I am surprised to
learn that ff3 has been officially released now. I am on vacation at the
moment and won't have time to review the necessary changes for ff3 until
end of july.
It is impossible for me at this time to deal with this. It is my
understanding that it is still not possible to create the necessary xpis
automatically which means a lot of time and manual work to get all xpis
properly signed...
The policies of mozilla really start to annoy me...
