MMS internationally falling back to SMS

HI all,

So I read that MMS message will be converted automatically to SMS with a URL link of multimedia when the carrier does nto support MMS. My question is - What level of control do we as developers have for the formatting of the automatic SMS message? Can we customize it in any way?
