Bandwidth balanced storage nodes?

If I where to manually update the 'weight' column in the database,
based on how much bandwidth is used at the storage node, how would the
tracker honor this setting?
In particular for serving up files, as it's the outgoing bandwidth
that's the limiting factor, not the incoming. IO usage is less of an
issue for me, with smaller files <100kb cached into ram by reverse
proxy - and mainly larger files filling up the bandwidth.
