City staff says the proposed changes are meant to deal with disruptive crowds or high volumes of public comment that impede city business, but groups who have been prominent fixtures at council meetings say the new proposal limits public input and undermines transparent government and responsiveness.
On March 5, demonstrators who advocated for council to pass a local cease-fire resolution interrupted the meeting at its start. In response, Mayor Jeni Arndt called a recess that lasted about 40 minutes while the crowd chanted and spoke out for their cause. Council came back to their seats only long enough for Arndt to adjourn the meeting entirely.
The NoCo Liberation Coalition, which has organized public comment in support of council's taking up a Gaza cease-fire resolution, said the proposed changes are punitive in nature and undermine the democratic process.
"Rather than responding to these historic community-driven actions with the discussion of a cease-fire resolution, City Council is responding by discussing changes to the conduct of council meetings," a post on the group's Instagram profile stated.
"Responding to unprecedented community engagement by implementing rules that limit community engagement is the exact opposite of what an elected council should do. These proposed changes underscore the notion that City Council does not feel obligated to be responsive to the people of Fort Collins."
Preserve Fort Collins, which organized in opposition to changes to the city's land use code and has showed up in force to council meetings in recent months, also sent an email asking its supporters to show up and oppose the changes, saying it's an "attempt to subvert public input and meeting transparency."
"It goes much farther than creating options to address a disruptive crowd," an email from Preserve Fort Collins stated. "Instead, the proposed ordinance ... would allow future Council action to prohibit non-agenda-related commentary at City Council meetings."
In an interview Sunday, Arndt said that while she's not speaking for council, which will discuss the proposal and decide what to do Monday, the city needs to find a balance balance between getting the work of the people done in a dependable fashion and honoring public comment.
Arndt pushed back on the notion that the proposed changes restrict public comment at all. She characterized it as a change in format, with a one-hour public discussion beginning at 6 p.m., during which the public can talk about any topic; a business meeting that begins at 7 p.m. with unlimited public comment on items on the agenda; and then unlimited public comment on any topic at the end of the meeting.
If council members are worn out listening to public comment from 120 people before they ever begin their regular business, "that's not really fair to the people who deserve my attention for the work before us," Arndt said. "Then we do the work, and if 120 people want to express themselves, then I'm happy to hear that."
"The day we had to adjourn the meeting, the people who weren't disruptive weren't allowed to speak, and that's not proper," she said. "And people were there also to speak on agenda items before council. That's not appropriate."
The proposed language for the code states: "If circumstances prevent or are reasonably expected to prevent the Council from carrying out its business in the Council Chambers," it can decide to alter the meeting location. Public comment and participation would be available in a remote format.
If council approves the "Rules of Procedure" resolution Monday night, it will immediately allow council to move any meeting to an alternative location and shift all public participation and viewing to a remote setting.
An accompanying ordinance council will also vote on Monday night would allow the body to transition to a remote meeting that allows for full council participation and voting. (Currently, council members can't vote at a meeting if they aren't physically present.) This step would also give council the discretion to limit public comment to only items on the agenda.
Colorado law states an email can be considered a meeting, but only if it relates to the merits or substance of pending legislation or other public business. This includes any discussion, debate or the exchange of ideas.
That means public officials can freely send emails about "scheduling and availability" or "for the purpose of forwarding information, responding to an inquiry from an individual who is not a member of the applicable public body, or posing a question for later discussion by the public body."
But the law also defines a meeting, in part, as involving three or more members of a local body, so if three or more council members were to have conversations over email of a substantive nature, it could still be considered a meeting.
The Colorado Freedom of Information Coalition, which tracks laws on government transparency, says: "Members of boards and commissions risk violating the open meetings law when three or more (for a local public body) use email or text messaging to discuss public business, either in a single transmission or in succession."
Speaking of electronic communication and government transparency, last week the state legislature and Gov. Jared Polis narrowed the definitions of a meeting to exclude emails and texts, but only for the Colorado General Assembly.
The undergraduate program in Communication has two primary goals. One is to educate students, and expose them to significant writings, about communication processes and media and the critical role they play in the conduct of social life and its quality among individuals, in organizations, and in the larger society.
Our second goal grows out of the first; to help students become able to analyze and improve communication practices in particular settings and instances. This involves developing a basis for judging whether or not specific communication processes are meeting the needs of the people involved. It also involves learning about ways to measure the effectiveness of specific communication practices, and gaining experience analyzing and designing solutions to communication problems.
Studies in the major are organized so that students enrolled in 100- and 200-level courses are exposed to foundational ideas and research findings in the field of Communication, as well as provided with research methods and analytic tools. Students are also required to become more practiced as communicators, either through a public speaking or debate course. Course work at the advanced (300 and 400) level is intended to provide students with in-depth knowledge of current research and theory about interpersonal/intercultural communication, organizational communication or public communication.

The program in Communication is intended to help students become knowledgeable about communication processes and their influences on the interpersonal, intercultural, organizational, political, and health aspects of our societies. By focusing on development of analytical and critical skills, the program helps students become able to analyze and effectively participate in, and improve communication practices in diverse settings and instances. Having completed their degree in communication, the students will have a basis for judging whether or not specific communication processes are meeting the needs of the people involved. They will also be able to evaluate the effectiveness of specific communication practices, devise ways of improving them, and provide solutions to communication problems.
