Background: Installing physical barriers, such as platform screen doors (PSDs), on train platforms is considered to be one of the most effective measures to prevent railway suicide. However, there is little evidence on the effectiveness of such barriers. In particular, the effectiveness of half-height, as opposed to full-height, PSDs has never been assessed.
Methods: Using suicide and accident data between 2004 and 2014 provided by a major railway company in the Tokyo metropolitan area, this study examines whether the installation of half-height PSDs has contributed to the reduction of the incidents of fatal and non-fatal railway suicide. In addition, the study tests whether the installation of PSDs has resulted in the reduction of unintentional falls onto railway tracks.
Results: Our estimation using a Poisson regression model showed that the introduction of PSDs resulted in a decrease in the number of suicides by 76% (CI: 33-93%). Yet, the installation of PSDs has not completely prevented suicide, as there were cases in which passengers climbed them over. As for unintentional accidents, no fall accidents occurred at stations with PSDs.
Conclusion: Platform screen doors are effective in reducing the number of railway suicides. However, half-height PSDs are less effective than the full-height PSDs in preventing intentional entry to the train tracks. Installation of PSDs is an extremely effective method to prevent fall accidents.
Foreign drivers were involved in 86 percent of go-kart accidents on public roads in Tokyo over an 11-month period, raising safety concerns about the vehicle, which is proving increasingly popular with foreign tourists, National Police Agency data showed Thursday.
While go-kart services are expected to drive tourism across Japan, some fatal incidents have sparked safety concerns. Go-kart drivers are not obliged to wear helmets or seatbelts, and are legally permitted to drive up to 60 kilometers per hour.
By nationality, 15 drivers involved in accidents came from the United States 10 from South Korea, seven from China or Taiwan and six from Australia. Other foreign nationals included those from Singapore, Canada, the Netherlands and France. A total of 47 foreign drivers were involved.
By age group, 27 drivers were in their 20s and 14 in their 30s, accounting for nearly 90 percent of the foreign drivers involved in accidents. Excluding one driver whose age was unknown, the oldest driver was 54 years old.
"We want to prevent accidents by collaborating with (go-kart) service providers as demand from foreign visitors could increase further in the run-up to the 2020 Tokyo Olympics," a senior NPA official said.

Ospreys have had a number of accidents in the past, including in Japan, where they are deployed at U.S. and Japanese military bases. In Okinawa, where about half of the 50,000 American troops are based, Gov. Denny Tamaki told reporters Wednesday that he would ask the U.S. military to suspend all Osprey flights in Japan.
Coast guard aircraft and patrol boats found one male crew member, who was later pronounced dead by a doctor at a nearby port, Ogawa said. They also found gray debris believed to be from the aircraft and an empty inflatable life raft in an area about 1 kilometer (0.6 miles) off the eastern coast of Yakushima, he said.
Japanese Chief Cabinet Secretary Hirokazu Matsuno said the Osprey disappeared from radar a few minutes before the coast guard received the emergency call. The aircraft requested an emergency landing at the Yakushima airport about five minutes before it was lost from radar, NHK public television and other news outlets reported.
The Marine Corps and Navy have reported similar clutch slips, and each service has worked to address the issue in their aircraft, however clutch failure was also cited in a 2022 fatal U.S. Marine Corps Osprey crash that killed five.
Separately, a U.S. Marine Corps Osprey with 23 Marines aboard crashed on a northern Australian island in August, killing three Marines and critically injuring at least five others who were onboard during a multinational training exercise.

In 2023, Japan recorded around 2.68 thousand fatalities in road traffic accidents, down from about 4.11 thousand in 2014. Consequently, their number reached a new record low, as did the number of fatal accidents in general.
But accidents involving elderly drivers as well as pedestrians have continued to occur, and in May the agency imposed measures such as mandatory driving tests for those 75 and over with a record of traffic rules violations in order to renew their licenses.
Osaka Prefecture had the most number of deaths for the first time at 141, followed by Aichi at 137 and Tokyo at 132. Meanwhile, Tottori and Shimane prefectures saw the lowest number of deaths with 14 and 16, respectively.
The agency said it believes that deaths from traffic accidents have declined as a result of road safety measures that have been put in place. In 2022, there were 301,193 accidents and 356,419 injuries recorded.
"We will direct police to take strong action on an array of measures, such as protecting the safety of child and elderly pedestrians, and ensuring that cyclists comply with traffic rules," Koichi Tani, chairperson of the National Public Safety Commission, said in a statement.
The 1999 Tokaimura accident occurred in a small fuel preparation plant operated by JCO (formerly Japan Nuclear Fuel Conversion Co.), a subsidiary of Sumitomo Metal Mining Co. The plant supplied various specialised research and experimental reactors and was not part of the electricity production fuel cycle.
The particular JCO plant at Tokai was commissioned in 1988 and processed up to 3 tonnes per year of uranium enriched up to 20% U-235, a much higher enrichment level than for ordinary power reactors, using a wet process.
The approved nuclear fuel preparation procedure involved dissolving uranium oxide (U3O8) powder in nitric acid in a dissolution tank, then its transfer as pure uranyl nitrate solution to a storage column for mixing, followed by transfer to a precipitation tank. This tank was surrounded by a water cooling jacket to remove excess heat generated by the exothermic chemical reaction. The prevention of criticality was based upon the general licensing requirements for mass and volume limitation, as well as upon the design of the process. A key part of the design was the storage column with a criticality-safe geometry and allowing careful control of the amount of material transferred to the precipitation tank.
However, the company's work procedure was modified three years earlier, without permission from the regulatory authorities, to allow uranium oxide to be dissolved in stainless steel buckets rather than the dissolution tank. It was then modified further by the operators to speed the process up by tipping the solution directly into the precipitation tank. The mixing designed to occur in the storage column was instead undertaken by mechanical stirring in the precipitation tank, thus bypassing the criticality controls. Also there was no proper control of the amount tipped into the 100-litre precipitation tank, and its shape (450 mm diameter and 660 mm high) enhanced the likelihood of criticality within it.
