Browser Nav not working for some users?

I have Browser nav set up and I love it.  But for some users, those with limited access right, it doe snot work.  It take them to seemly random layouts.  I do not see any parts of the script that would be effected by access rights.

I test it between two layouts in which the user have full access and it still did not work until I gave the user full system access.
