I am trying to simulate the evolution of several tailings basins in MF6. 

I have a "base model" that has the appropriate layering to simulate several stages in basin evolution I am interested in. Currently, I am using NOFLOW cells to set the active area in several steady state "snap shot" models. However, I now want to run transport through the whole project lifecycle, so I want to wrap all my steady state basin snap shots into one model. 

You cannot change NOFLOW in a simulation correct? 

I saw that a TVM package is proposed for release in Feb 2022. If this were released, could it do changing NOFLOW? If not, how would I simulate a basin that does not yet exist using only k zones?

Another possible solution could be to use the "landflag" and "SIMULATE GWSEEP" in the UZF and place my UZF cells such that they keep non-existing materials dry. Do you think this would work? I do not like using UZF as it always seems to make models very hard to solve. 

Any other ideas?

Maybe represent the mined area with drains instead of no flow cells.

Unfortunately, no-flow cells cannot be changed over time via the new TVK and TVS packages being released in the next version of MF6. I know that USG-Transport's Transient IBOUND (TIB) package can be used for this, but I am not sure if the developers are planning anything similar in MF6 in the future (it is not part of my plans for TVM/TVK/TVS).

Perhaps a combination of applying high-conductance drains for the tailings yet to be introduced and changing the recharge and evapotranspiration surfaces over time (IRCH, IEVT and SURFACE) as the tailings basin evolves would achieve what you are after, without using no-flow cells?

So you are saying put drains with elevations representing the "current" ground surface is for a given stress period? This seems similar to using UZF, but would we give me more control (layer elevations would not have to match proposed basin geometry)

Then in calibration I would want to include a target that the flux from those drains should be zero?
