Hello,
making some pretty large changes to the mod-xslt code. Nothing will
change wrt .xml and .xsl parsing, PIs, and extensions, but the API
will be quite a bit different.
Anyone still cares about apache 1.3 support? If not, I will just drop
the support.

I would say that dropping support for 1.3 is a good thing because I do not know of any companies that are using apache 1.3 anymore.

Cannot even recall the last time I saw apache 1.3 in operation.
