We should also not exclude domains for assets in the head if we make this
change.

What we should really do is exclude domains mentioned in the first CWND
after prefetch insertion. But that's kind of tricky. :-/ My assumption is
that we'd been pretending "<head>" and first CWND were roughly similar and
caught the most important cases.

This is basically what Jan was saying. Both this issue and issue 564 are
linked and the reasoning is the same for the current implementation. I
don't think there is a good reason to change the current behaviour.
