this switch, which is default on, primarily because CloudFront by
default strips the Accept header.

However, Cloudfront documents a way to incorporate the Accept header into
their caching key, which might work around the problem:

It might be good to get more detail on how that works and put that in our
doc, to make it easier for sites to enable URL sharing where we
serve .pagespeed.ic.HASH.webp as jpegs (or png or gif) to browsers that
don't send us Accept:image/webp.
