How to install and use mod_pagespeed.

I don't even know how this thing works. I mean the mod_pagespeed.
I've been able to downloaded the application, installed it, but when i try to run it, it keeps opening new tab on in my web browser. I don't understand what that means and how to go about it.
There is no way to add videos here, i could have added a screen record to show what i've been going through.
Please i need help.

Yes I have. That was the one I downloaded the first time.
And when I try o open it, tabs just keep opening.
