I need to limit the action of defer_javascript on a single page by htaccess.
Anyone know if it's possible?

You should be able to put ModPagespeedDisableFilters defer_javascript into the .htaccess file.

Do you mean 'not to run on a page'? I would expect an .htaccess in the same directory as a page to apply to it. Does it not?

Do you have .htaccess files enabled in Apache via AllowOverride?  See http://httpd.apache.org/docs/2.2/mod/core.html#allowoverride
