[haas] release effort status report

A summary of where we are:

1. Most of the work is fixing docs -- there are a few outstanding issues
re: docs on the issue tracker.
2. We still need to test Jonathan's puppet scripts on top of the Ubuntu
base image; there will probably be bugs, but I hope not deep ones.
3. We need to finish thoroughly testing a deployed HaaS, and fixing any
small bugs we shake out. I've hit one small bug thus far, which
should be easy enough to fix (on the tracker). I've tested spawning
headnodes, and registering our full development environment (all
ports, all nodes) with the database, as well as some of the simpler
operations like creating projects, the query interface...

What's left is to actually wire up some networks and test
connectivity (after which we can also handle #2). I've got a running
setup upstairs that I plan on doing this with tomorrow; please don't
mess with it.
