setDate doesn't seem to take on localhost

Anyone have any ideas why the setDate method for the date scroller (or date/time) wouldn't work running off localhost but does when running on a non-local host? I was trying all sorts of methods of calling and overriding setDate, when I realized it was actually working, just not locally.
