How to select "24 o'clock"?

Hi,

for entering start an end times I need two scrollers, the first has to allow inputs from 0:00 to 23:59 what is not the problem (because it's the default). But the second one has to allow inputs from 0:01 to 24:00. A min value from 0:01 also isn't a problem.
Is there a way to be able to select 24:00 by the time scroller? Both scrollers should accept min and max times/dates.
