I wrote this project as an exercise and son I did it on a topic of interest to me ... now I think I'm fond of it and perhaps i could propose it to local associations.
You have hit the mark:
website as a guide for first aid
and an app for "what to do in case of..."
with mobile device take picture and post in on facebook (is wonderful for adoptions) or in a forum
consult and manage crowdmap for resources and cases
I copy as a P.S. the answers and observations already made and answered (!) in the forum, so gathering all the material ...
I think I will rewrite my project
(but now I'm studying all the resources
at the disposal of the Mobimooc!!)

- Target audience and need for a mobile approach.
How do your current audience members use phones and tablets in their work? Do they use them to record data about animals' situations? Or to communicate with fellow volunteers?
I was a bit unclear about why you needed to address this audience in the field on their devices as opposed to at their desktops, for example.

I wrote this project as an exercise. I tried the best use of mlearning in a field of my interest. Perhaps I was not so clear about the need of mobile approach
Problem: there are few volounteers they must go and see situations they need help in decision making and must find a place for animals
goal:training of volounteer (not in office but on the place)
adoption of animals (needs comunication strategy)
The volounteers use the tablet and or smartphones to record data about animals' situations AND to communicate with fellow volunteers (that are in other places or in office) AND to communicate with public (facebook for adoption ...)They use the tablet ALSO for problem solving and maps (website for information - MAP e.g. 1 collaborative map where they post and map animal situation ...2 collaborative map of shelters and availability; veterinarians, ...3 collaborative map volounteers area)thanks (sorry as usual for my english) angela

The volounteers are trained in managing emergencies , organizing team work, communicate efficiently, using social media for social ,decision making, how make complaint, how report abuse, animal rights, communication strateigies (very important for adoptions)...communication strategies that include text and image...
Learn indirectly, following a standard procedure, a protocol to follow in emergencies and complaints...then they cooperate to improve the process or to propose other good Practices e.g. How manage campaigns for animal adoptions (inhance use of facebook twitter and otre social media)
