I was looking forward to reading the project and as expected it is strong, even providing solutions for every problem you might encounter! you can see that your expertise makes this a strong and attainable project. You do mention a lot of potential hurdles that must be taken, but in the fact of taking them you will lift the digital skills of both teachers and students, so that is a definite win/win situation.
Nothing to add here, only praise and wishing you good luck!

creating OER with mobile devises is a great idea. I studied with the Open University UK and she provides a lot of OER as well and they participate in iTunes U as well. They have plenty of free material which is great for every lifelong learner. Fingers crossed your OER will expand in a similar way.

Your presentation is great and I like your design and the project is very well considered.
