Hi Ignatia and partners. Here you are a brief draft of my mLearning project. We have almost two days with electrical problems and now I am writing with UPS power and what is on the laptop. As electricity is restored sending the entire document and a link to download it. It's 6 pm and there are still a few hours left in the day 25 on this side of the world. Please be patient =D

Main parts of my proposal:

1. Title: Integrating mLearning and Augmented Reality as a strategy for inclusive education of ethnic minorities and the preservation of their ancestral culture at the University of Zulia

2. Type of mLearning: Inclusive Education, ethnical languages and culture preservation.
 
3. Project goals:
3.1. Provide learning opportunities in the areas of origin of the ethnic groups with limited access to the Internet using mobile phones and other devices.
3.2. Promote learning and improving Spanish language vocabulary using a strategy that includes augmented reality and mobile learning.
3.3. Preserving objects and ancestral customs by Augmented Reality to make them attractive to native communities and society at large.
3.4. Use the eLearning platform of the University of Zulia to deliver educational content in the native languages of ethnic ancestral by Moodle Mobile

4. Target audience: Directly around 6000 native students of several ethnical groups: Wayúu, Añú, Yucpas, Barí, Japreira, Pierona, Yacuna y Carina at La Universidad del Zulia (University of Zulia), but it would be an unlimited audience because the content will be offered as Open Educational Resources. It is worth mentioning that the Zulia state groups 73.4% of the aboriginal population of Venezuela.

5. What type of technology and infrastructure can be expected?
This is one of the strengths of the project. The First Stage just only  requires infrastructure that is already available at university and resources as students own mobile phones. The development of mobile education resources, AR objects and language apps could be done by Computing and Engineers students at La Universidad del Zulia (University of Zulia) advised by the Ethnic  Department in our campus.

Basically this proposal requires:

First stage:
- Students’ cell phones. Those who are badly damaged or have the minimum requirements to access the mobile network, would be replaced.
- ELearning Platform. Already installed and operational, based on Moodle. Moodle Mobile modules (Open Source, no cost) will be installed to create mobile content in native dialects accessible through this platform.
- Creating Augmented Reality content from objects, ancestral customs and culture of their people. 
- Developing a mobile app to translate from native languages and dialects to Spanish and vice versa.

Second stage:
-  Conduct a pilot study of usability of tablets to choose the best will adapt to the project goals and lay the foundation for a technological literacy center in the nation Wayuu, the biggest native one, along with foundations in the area as “Wayuu Taya” which is supported by Patricia Velazquez Top Model and other private and public character institutions in the area.

Third stage:
- Apply this to the rest of the ethnic groups in all of Venezuela educational institutions and ethnical groups.

6. Possible guarantees for sustainability 
The First Stage of the project can be achieved at relatively low cost. Basically would have replaced those phones that do not meet minimal established  standards and pay for apps development for translating dialects and creating objects in Augmented Reality. With the participation of students in Computer Science and Engineering in our campus, it can be covered free or at very low cost, funded with $ 500 prize you are offering. The project site will be developed by me and translated by the Department of Ethnic Affairs at the university (LUZ) and hosted on the website of it. thank you larry for the great remarks. the title is always a big
challenge thus all your suggestions are welcome and about choosing
tablets not only because the big screen but also because usability of
tablets and its extents mobile phones still don't stand against them
except new smart phones and as you know we play on the quality price
scale
