[PATCH] Touch support: Map panning

Hi all,

this is my first patch on the way to bring touch support to MTE.
The changes to the map providers are necessary to allow map panning by
moving the finger on the screen.
The changes should not affect existing functionality.
It would be great if someone with SVN commit rights would be so kind to
apply the patch.
I am preparing additional patches in the meantime.
