A really good point, but I've got to point out that - at least for right now - the iPad requires a computer tether for syncing. That certainly isn't a long term necessity (for instance, the sync could be to MobileMe - yet another revenue stream for Apple).

If you have MobileMe, you can sync most of your data: contacts, calendar, mailboxes, etc. You can't sync your apps or app data that way, at least not yet. But that doesn't seem like a huge hurdle for Apple to overcome, if it needs to.

(although I'd suspect OS4 will be free). The reason it's free on the iPhone
is because it is baked into the per monthly subscriber fees.

The accounting rules have changed. Apple doesn't have to amortize revenues from iPhone sales as subscriptions any more. So it's quite possible that Apple will begin to make all of the iPhone OS updates free, for iPod touch and iPad (with or without the 3G plan) as well as for iPhone. Time will tell.
