sg-replicate is creating new _sync:local documents on restart

i have configured sg-replicate configuration in syncgateway configuration and also provided replication id. but could able to see that _sync:local documents.

is this a behavior of sg-replicate?

if so there will be new many local documents which are obsolete .

also would like to know what is significance if _rev": "0-80", in document.
