ASPID Dynamic and Configured issue in M3UA Startup

Hi Amit

Looks like we need ASPID configuration option in m3ua as create

My STP is configured not to allow dynamic ASPID, thus the incremental ASPID generation method of Mobicents code fails on ASPUP.

Here is log from mobicents console
