Using MOA hoeffding algorithm in spark structured streaming

to MOA users

I'm totally new to this field. I need to do sentiment analysis of sentiment140 dataset with hoeffding tree algorithm. I found that MOA has the implementation of this algorithm. I have loaded, preprocessed and vectorized my data into a dataframe but I don't know how to create arff format stream to feed it into this algorithm. Can anyone guide me?
