If NetBeans complains about not being able to update one of its own plugins then it looks like you have a problem with your internet connection. Are you behind a proxy instead if having a direct internet connection?

NB: I'm not a NetBeans user, I use IntelliJ IDEA.

yes, many thanks. I solved it by downloading a newer version of NetBeans is Apache NetBeans

and after running again moa I have this error; can you please help me in it

You still seem to have internet connection issues. Maven cannot download the MOA dependencies.

Are you behind a proxy for your internet connection?

but after solving it I have this error

Seems like a permission problem to me. Do you run the build with
different users, one being an administrator and the other not?

NB: I don't use Windows.

Using a quick internet search, this might be problem under Windows
with another process still holding onto that file:

This is no longer a "dev" question, but a "user" question (ie a post
on the other MOA mailing list). Personally, I don't use MOA at all,
but was only involved on the software engineering side of things.
