Greetings Members;

 

Pre-Filing Continues

 

We are now into the fourth week of bill pre-filing. There were several bills added to the list this week, since members were in Jefferson City for caucus on Monday, the number of bills being turned in surged some. I expect things to slow next week then, really pick up again following the first of the year. Less than two weeks until session begins. See the list of bills we are tracking on your behalf at the bottom of this email.

 

Budget Update

 

On Monday, incoming House Budget Chairman Scott Fitzpatrick announced that an additional $150 million in budgetary restrictions will be required to bring the FY 2017 into balance. This will most likely come once Governor-Elect Greitens is sworn into office on January 9th. He described the required cuts as “painful” as now the restrictions will require bites into various program’s core funding, not just a withhold on planned increases.

 

It was announced this week that Representative Justin Alferman from Herman would be taking the Vice Chairmanship of the House Budget Committee. Having previously served as staff prior to taking office, Representative Alferman is well versed in the appropriations process.

 

On Tuesday the new House Appropriations Committees and their chairs were announced. Rep. Lyle Rowland will chair a new appropriations committee that will oversee elementary & secondary education as well as higher education. Rep. Kurt Bahr will chair the appropriations committee for general administration. Rep. Craig Redmon will continue to chair the committee that looks at the departments of agriculture, conservation, natural resources, revenue, transportation and economic development. Rep. Kathie Conway will continue to chair her committee Appropriations for Public Safety and Corrections.
