House Government Efficiency

 

HB 322 sponsored by Rep. Jim Neely was voted out of Rep. Delus Johnson’s House Government Efficiency Committee by a vote of 8 to 1 without any amendments. This bill would establish a pilot program to transfer the authority to inspect nursing homes from the Department of Health and Senior Services to local health departments. There is a six year sunset on the bill.

 

 

Senate Professional Registration

 

This week the Senate Committee on Professional Registration meet to hear public testimony on Senate Bill 42, sponsored by Senator Wayne Wallingford. This legislation would modify provisions relating to the licensing of advanced practice registered nurses and collaborative practice arrangements. If passed this would allow advanced practice registered nurses (APRN) also known a nurse practitioner to practice at the highest level of their education and certification, making Missouri a full practice state.

Senator Wallingford presented the bill stating the importance of improving Missouri’s health care and APRN’s role in that. Missouri has fallen to 36th in the nation on health treatment and ranks 40th in residents with healthy lives. Currently, there is no license for APRNs, they are only specialized by an accreditation, even though they are required to have a doctorate degree. There are 38 states that are less restrictive than the State of Missouri.

Numerous nurse practitioners and private citizens came forward to testify in favor of the bill. Others testifying in favor included Missouri Coalition for Community Behavioral Services, Missouri Children’s Leadership Council, Missouri Nurse Estheticians, BJC, Missouri Association Rural Health Clinics, Leading Age Missouri and Missouri Nurses Association.


The final bill to be considered was Senator Jill Schupp’s SB 490, which pertains to suicide prevention training for healthcare professionals. This legislation was also heard during public testimony. However, considering Monday was the last day a committee can pass a bill out consent. The bill was heard and moved to executive session in order to vote out consent. The bill received bi-partisan support and was voted out consent by a vote of 7-0.

 

House Budget Committee

 

On Wednesday the House Budget Committee met to hear testimony on two bills by Rep. David Wood that need to pass to achieve the costs savings that have been booked in HB 10 & 11. Rep. Wood first presented his HB 1110 that removes the termination date for the Missouri Rx Prescription Drug Program and then requires applicants household income limits apply only to Medicaid dual eligible individuals. The AARP testified in opposition to the bill.

 

Rep. Wood then presented his HB 986. In his opening remarks the sponsor said that the House Committee Substitute that he is working on will take out several of the provisions of the bill so he was just going to speak to the HCS. His bill would create a public pharmacy to oversee the prescriptions of the high-risk members in MO HealthNet, basically establishing a Health Home for Pharmacy. The bill would also place antipsychotic drug medications on a preferred drug list. The MIssouri Pharmacy Association testified in favor of the bill while several members of the National Alliance on Mental Illness testified in opposition, telling personal stories of how access to psychotropic drugs should not be limited more than what it already is.

 

Following testimony on the bills, the committee voted out HB 14, which provides supplemental funding for the current fiscal year. Then they began the walk through of the House Committee Substitutes of HBs 1 through 13. These are the actual bills in which the committee will amend the week following spring break.

  • Additional $45 million GR to fully fund the foundation formula
  • $36 million GR increase to restore cuts to k-12 education
  • Zero’d out all dollars for public placement program in HB 2
  • Partial restoration of core cuts to higher education institutions
  • Partial restoration of Medicaid provider cuts (3% to 1.5 % reduction  / 3.5% reduction to 1.75% for nursing home ($22,670,462 ($14,568,039 FED / $8,102,423 OTHER)))
  • Point count changed back to 21 for home & community-based services and nursing home ($38,286,118 ($29,443,247 FED / $8,842,871 OTHER))
  • Fee-for-Service runout claims fund switched with master settlement agreement dollars
  • $28 million reduction to MO HealthNet Specialty Pharmacy NDI
  • $63 million reduction to MO HealthNet Cost-to-Continue

 

House Health and Mental Health Policy

HB 437, sponsored by Rep. Neely, which would legalize medical marijuana for those with debilitating diseases. Rep Morris offered house amendment 1, which would eliminate everyone from use except for terminal diseases. After discussions, the amendment was withdrawn and the motion to do pass the bill was withdrawn. They plan to return to the bill after Spring Break.

 

OTHER TIDBITS

 

Governor Greitens made good on coming to visit with House members about passing the charter school bill that was perfected and third read in the House this week. This round of legislator visits went better than his first experience in the Senate.

 

After what some consider a reasonable compromise offered during negotiations on Senator Onder’s “paycheck protection” bill that was shot down, the body chose not to bring it back up for debate prior to spring break.

Next week is Legislative Spring Break so no update then.

 

On Monday the 27th the House Rules-Legislative Oversight Committee at 1pm will vote out Rep. McGaugh’s HB 144 that creates the Designated Health Care Decision-Maker Act.

 

Then at 5pm on Wednesday the House Rules Committee on Legislative Oversight will vote out Rep. Hubrecht’s HB 405 that specifies that the county coroner or medical examiner need not be notified and no investigation is necessary for a death that occurs under hospice care.

 

House Budget will mark up HBs 1-13 on Tuesday the 28th at 8:15am in HR 3. Seats go quick!

 

Senate Health and Pensions will hear Senator Emery’s SB 518 on hosptial licensure, SB 532 by Senator Hoskins SB 532 relating to DMH inspections, SB 533 by Senator Eigel relating to maintenance medication filled by pharmacists and Senator Chappelle-Nadal’s SB 538 that prohibits the use of mercury in vaccines.
