
GOVERNOR GREITENS DELIVERS HIS BUDGET RECOMMENDATIONS
On Thursday, Governor Greitens released his recommendations for the FY 2018 budget that included more than $572 million in spending reductions from last fiscal year. His budget is based of a 3.8% consensus revenue estimate.
Included in his cuts were $73 million reduction from the four year higher educations institutions, A 3% cut to all Medicaid providers. A change in eligibility requirements for in-home and nursing care will see an estimated 60,000 people removed from the programs, $31 million reduction in school busing programs and saw the Department of Agriculture’s budget cut by more than half. Hospice had an increase in HB 11, however, we are determining if they are also part of the core 3% core Medicaid cut.

COMMITTEE HEARINGS OF INTEREST
House Appropriations for Health, Mental Health and Social Services
On Tuesday, Representative David Wood’s Appropriations for Health Committee met to hear a deeper dive in the MO HealthNet program. Jennifer Tidball and Jay Ludlam reviewed MO HealthNet’s various programs with committee and gave some updates on the managed care expansion that will go live on May 1. On Wednesday, the committee reviewed the department’s pharmacy program with Steve Galloway who is the pharmacy director.
House Health and Mental Health Policy
The House Committee for Health and Mental Health Policy heard three bills this week. These bills are expected to be considered and voted upon in committee next week.
The first bill heard in the committee was Rep. Keith Frederick’s House Bill 569. This legislation would address medical student depression and suicide rates through creating an awareness day and funding the Show-Me Compassion Research Project. Many private
citizens provided emotional testimony to their own personal experiences, as the Missouri State Medical Association, the Missouri Psychiatric Association and Wash U. expressed their support for the legislation. No one testified in opposition.
House Bill 226, sponsored by Rep. Tila Hubrecht, was the following bill to be heard. This legislation would change laws that pertain to the duties and powers of EMS Medical Directors, such as on-line telecommunications, allowance for local control, emergency
medications carried, home-based medications and more. There is no fiscal note with this bill. Testimony in favor was heard with the repeated message of providing individual care for every patient they come in contact with, specifically special needs patients.
No one testified in opposition.
The final bill to be heard in committee was Rep. Jean Evans’ House Bill 381, which would establish legal framework for families to obtain medical records of deceased family members. Cox Health, the Missouri Hospital Association, BJC, SSM, and St. Lukes all
testified in support. One member of the public offered a personal testimony of their own personal experience. No one testified in opposition.
After hearing public testimony, the committee moved into executive session to consider passage of bills out of the committee. Three bills were brought up for consideration. House Bill 122, sports medicine traveling physicians, was the first bill brought up
for consideration. Rep Fredericks offered an amendment that would clean up the language and bring more clarity on the services in which they can provide, when and where. The amendment was adopted and rolled into a substitute. HCS HB 122 was voted do-pass by
a vote of 11-0. The next bill up for consideration was HB 58, which establishes perinatal levels. This bill was voted do-pass by a vote of 11-0. The final bill to be considered was HB 544, pertaining to reimbursement for evening practices. Rep. Fredericks
offered an amendment that would change the incentive of reimbursement methods to what Medicare rates are. Rep. Morris felt that this needed to be looked into more and should maybe do a pilot program instead of this amendment, due to the fact he they felt they
could possibly be costing more money for the state. Other Reps agreed and Rep. Frederick withdrew his amendment and the motion to do pass on HB 544, returning it back to consideration. They will most likely vote on HB 544 net week.
COMING UP…
The House Budget Committee will begin reviewing the Governor’s recommendations next week. On Tuesday, the committee will review the Office of Administration’s budget, on Tuesday they will hear from the Auditor, DOR, MODOT, and DPS.
The Senate Appropriations Committee will meet at 10am on Tuesday to review the Governor’s budget recommendations and the FY 17 supplemental request.
