At our last meeting Anjali, Nick and John from Fresh Energy provided us a great update on 2026 legislative session. In case you missed the meeting send me an email and I can email you a link to the meeting recording.
Now EV related bills are being introduced so it is time to make our voices heard.

ACTION #1 – STATE OPPORTUNITIES
By WED MARCH 11 @ 9 am: Write in support of SF 3853 – EV Fee Fix Bill AND oppose SF 4169 – Expanding/increasing public charging tax

On Wednesday, the Senate Transpo committee will be hearing 2 EV-related bills.

SF 3853 EV FEE FIX: A bill reducing the current EV surcharge to $100 flat and adding a weight-add for all passenger vehicles – including gas-powered – is being heard in the House Transportation Committee. This is an opportunity to share with your lawmakers and the committee your concerns on keeping your EV affordable in times of rising costs.

SF 4169 EXPANDING PUBLIC CHARGING TAX: A bill expanding the $0.05/kWh public charging tax to all EV chargers higher than 3 kW (i.e. Level 2 and fast chargers), plus increasing the tax every year. Also includes adding back in state funding to support NEVI (which was removed last year).

Note: while Fresh Energy opposes the public charging portion of SF 4169, we support adding back in state funds for NEVI matching

STEPS:
Write a letter (1-2 pages) sharing your perspective or story on the higher EV fee and/or public charging tax and/or adding state funds to support NEVI
Email a PDF of your letter to beth....@mnsenate.gov before 9:00am on Wednesday, March 11

By FRI MARCH 16 @ 12 pm: Write in support of HF 3430 – EV Fee Fix Bill

A bill reducing the current EV surcharge to $100 flat and adding a weight-add for all passenger vehicles – including gas-powered – is being heard in the House Transportation Committee. This is an opportunity to share with your lawmakers and the committee your concerns on keeping your EV affordable in times of rising costs.

The bill will also consider repealing the $0.05/kWh fast charging tax going into effect 2027, and a change from using “Gross Vehicle Weight Rating” to “curb weight”

STEPS:
Write a letter (1-2 pages) sharing your perspective or story on the higher EV fee and/or public charging tax
Email a PDF of your letter to BOTH matt.b...@house.mn.gov AND joe.m...@house.mn.gov by 12 p.m. (noon) on Friday

ACTION ALERT #2 – FEDERAL
Submit a public comment against changes to “Buy America” requirements for EV chargers

Submit a public comment asking the FHWA not to increase domestic content requirements for EV chargers purchased with federal funding. Learn more and submit a comment here: https://fresh-energy.org/stop-us-dot-from-blocking-ev-charging-funding

Deadline: MONDAY MARCH 16 @ 3 pm CT

Your perspectives and experience can really make a difference here,

Jukka
