Windows to android phone sync issues

I've been syncing from my windows laptop to my phone with no issues for a few weeks, and now am getting "Socket error: [Errno 111] Connection refused" when I try to sync. Please excuse my lack of computer literacy so any advice aimed at someone that doesn't have any IT background will be greatly appreciated.

Perhaps you installed an antivirus program or firewall that blocks the connection?

Hi, I haven't installed any new antivirus software onto my computer, short of disabling the whole antivirus program is there a way I can troubleshoot this?

Hi,

Very difficult for me to remotely debug this, of course, but I would
indeed start by temporarily disabling antivirus and firewall to figure
out if any of them are to blame...

Hi Peter, 

Thanks for the help so far, disabling the antivirus made no change to the error code

I've disabled all aspects of the antivirus software with no change to the error code
 
Any other possibilities?

Update! I just cleared the storage and cache from my mobile app and resynced which did the job! 

Not sure what the problem was.
